Why is Bulg banned ?

Here is the situation, we fought in Core together with Bulg, while i was killing mobs for AP and Elder items he was guarding me, searching for asmodians. After killing a couple of times a same asmo he went afk for a couple of minuets. In that time he got disconnected and he could not log in for 3 days the error is "You cannot access the game through this IP.". Now i know this error means he is banned but nobody knows the reason for it. There are NO forum threads posted, No complains or proof and most important he is not with hack, neither he is using any bugs !
I fully support Bulg and I can tell he is not using any hack or bugs.

Please remove the ban or tell us (and give us proof) what is it for.

PS. My friend's English is not very good, that why I am explaining the situation instead of him.
