lately i've been seeing everyone doing this little, ninja running, and seems like little jetboots hovering around, how do you get that? or do it?

 

Are you an Asmodian or an Elyos?

 

They're called Motions and you can get them for Kinah on either Sanctum and Pandemonium. I'm not I home so I can't get you the name of the NPCs. Perhaps someone else can give them to you.
