Speed of the wind no longer stacks with run speed as of the last update.

    Looks like this was unintended. With speed boots, title, 30% scroll, and speed of the wind - my run speed only reaches 10.4 - it should be 12.0. Same with tactical retreat.

    After today's update, it's still bugged. I still run at 10.0 - that's incorrect and debilitating to Rangers.
