    You can get it from a merchant in Sanctum & Pande in Lumiel.
    But on Siel, you can only get it in Pande as the NPC is missing in Sanctum.
    You get it using groggie from daily quest that the NPC gives.
    Get 20x each quest, hat costs 80.

    I have the skin however, if you don't want to do that :)

    I would just do as the above one says, just do the quests 4x on asmo chars and get it for free o.o
    I'd feel bad taking stuff from you.

    do this quest with 4 of ur chars and u can buy the hat from the same NPC

    its a dayli quest so it total u can get 8x20 per day.
    or if u have vip friends they can do it with u and u get more. the same npc also sells the witch hat.

    Ps. if u want i have the witch hat.
