    he can use a shield counter type skills even im not attacking him means he didnt block my atk.
    also use break power even im not on stumble state.

    I'd need the complete combat log (Including all allied attacks) to do anything in this scenario.

    When a Templar blocks an attack, they can use the block trigger skills on any target as long as its within the according timeframe. I know that I've personally used it on a sorc or two because a ranger or a sin would attack me to trigger it.
