    I'm doing "Light Up The Lighthouse" quest and i dunno where is "Baugi" i dunno if he got killed off by Elyos and when i gonna get back to life, please just explain this to me.

    so many people reported this quest as bugged lately. and yeah npcs die or run off often too, get back right after server restart, thats ur best chance

    not regularly. mostly either when it crashes, when it gets massive delays or when there is an update. think u can find the latest restart time from the official server reboot thread
