The message itself, is an in-game announcement for the Gamez Aion Ventrilo Server, in which you can talk to other people on the Gamez Network about Aion, other games, and also stuff unrelated to the server, over the VoIP program Ventrilo.

Ventrilo allows you to connect to private servers, and talk to groups of people, and is primarily used for its ability to allow multiple users to communicate with VoIP, instead of using Peer-To-Peer VoIP.
