Um..?

Okay so, don't hate me if like.. Everyone knows the answer to my question except myself, but.. You'll have to forgive me since I only bought Aion from Gamestop like, maybe three weeks ago.
I'm not sure if the answer to my question is within the game itself, and just part of the game, or if it's something to do with this specific private server.
Anyways, what I'm asking is: If you've done many quests on one character and gotten to around level 25, can you redo those quests on a second character, or are they on a once-only basis? Remember, I'm asking about a totally new character, not twice on the same character.
The problem is, I decided to make a new character of a different class, but in the same region, Asmodae. I was expecting the first NPC, Ju..something or other to give me my first quest. When he didn't have the little blue arrow above him, I got a little confused. I logged out, and back in just to make sure it wasn't a bug. Again, no arrow. I made another character.. No arrow still. Desperate, I made a new Crystal Aion account, thinking maybe what I said above was true, and hoping that by making a new character on a totally new account, I could start over like I had wanted. When I saw there was still no arrow, I got a bit upset, and here I am.
It may be a newbie question, maybe the game tracks your IP, I don't f---ing know. I just wanted to make sure the server wasn't bugged or something without my knowledge.

You can do the same quests over and over on different characters, if you're unable to get a quest you might not have gotten the pre-quest to it (although if you're talking about the beginning NPC that wouldn't be possible) so it could be some bug, do you have any other details on how it mightve happened or what might be wrong?

 

I'm not sure how it might have happened, everything seemed to be working fine for me earlier..
But, yes, I am actually talking about the beginning NPC.. Which confused me to no end.

 

Odd, I'll make a character right now to see if I can figure out if anything has been messed up in any way.
