    You cannot "Make" WoC lvl 2 , it was in the Xmass shop for a day and then was removed from the shop ...
    Who did not succeed in buying will have to wait until some future event or purchase of any player.

    Never heard anything like this.
    I have a WoC lvl 2 and the status seem to work perfectly.
    But unfortunately I cannot say anything about the WoC lvl 1

    If I pve my atk speed go up and when i atk, the green condition bar decrease, if i pvp my atk stay the save as if i'm not using it, and the green back don't move, it like it's not even there.
