Some of those costumes were sold in the special shops, some long time ago, but yeah, in special shop which is not there anymore.
You can buy some of those costumes using crucible medals, in the academy of your race.

About manastones depend on how you want to play.
For clerics it's good to have the main set as Magic Resist, and maybe a secondary set with Magical Accuracy.
Chanter if you are support, go with Magic Resist too, if you want to solo, i guess a combination with Crit stones a bit Magical Accuracy to land stuns and debuffs and maybe some Attack.
Templars can go with Magic Resist as well, or a dps build using Attack/Crit stones.

Keep in mind that Magic Resist it's like a defensive build and the others an offensive build.

You got the question about costumes answered... Now it's time for my opinion about manastones.

F*** the magic resist... Seriously, It's op here and everybody uses it without having an idea how the game is meant to be played.

    Manastones for Cleric:
PVP : Magical Accuracy and Magic Boost, Block is also great if you are a defensive one.
    PVE : Magic Boost [only]

    Manastones for Chanter:
HP, Crit, Parry, Accuracy... Pretty much everything that you can use on a melee class [Attack is a bad idea]

    Manastones for Templar:
Crit, Accuracy for an offensive one.
    HP, Block for defensive.

    Hope I helped :)
