Cannot fly

    Hello i am new to the game and started about 2 days ago. I have compleated the lvl 9 quest in order to fly,but everytime i try it says "Cannot fly in this area" no matter where i am.Anything thats someone knows i could of done wrong please let me know. Thank you :sad:
