Governor's Directive (1st Abyss Quest Elyos) Bugged

I have got this campaign quest and it tells me to talk to Governor Michalis in Terminon Fortress, yet they are not there... the gold arrow/purple cross for locate point to exactly where I'm stood and Michalis isn't there. Any ideas? (server is Luminel)

This didnt happen on my first character, because i had done a lot of the earlier/lower level quests.

But it did happen on the subsequent alts that i levelled. I realized that it was because I had not completed pre-requisite/related quests.

Unfortunately , you will have to google what the "related" / pre-requisite quests are. Once they are done, the quest giver goes back to the correct place. This was confirmed on my alts. ie. quest-givers run around when pre-requisites not done, then go to right place when pre-req. are completed.

So complete a number of pre-requisite quests and the NPC will finally be in the right place, for you to do the quest.
