    same here in siel, but u can condition ur item in convent of marchutan
    there is an npc of conditioning so u can apply it to lvl 2
    or in gelkmaros/inggison near the armor/weapon merchant

    yes.. u can if u go to an NPC in pandaemonium or sanctum ..
    the NPC in is beside the item remodeller u can condition there..

    Just go to the npc, "Conditionate all equipament items" and you're done.
