    Take the same portal you used to get to Inggison/Gelkmaros from Sanctum/Pandamonium and go to Sarpan then you can run to the gate that takes you to a ship that takes you to Tiamaranta. Btw there is nothing there but vacant buildings and dust so pointless until they actually populate the maps.
