Help!! some questions about crafting...

OK so, i'm just trying to craft some items but i just can't find some matz...
im looking for <Clouded Urge of Wrath> but i just can't get it, i've found the blue/green versions at south-west balaur at sarpan, fatebound Garrison, but not even one clouded yet... so, can you tell me where does it drop? i just have tryed at tiamantara but balaurs there are so damm strong <.<
im looking for a place where i can farm it alone (i don't have guild)

how can i get the daily shaper's quests? i've just joined the organization at pandaemonium, but not even a damm daily has appeared =S

also, where can i get this recipes?
