Try look for it on Teminon Landing (for Elyos) or Primum Landing (for Asmodian). There are female NPCs somewhere inside of the said places that should be selling the recipe, if not then check it out on Tigraki Island at the Abyss.

I can't help you with that but I can help you do something even more amazing. It's called the "Search" function.

You can buy the design "sky dragon king's dagger" from teminon/primum landing. In order to craft that item you need to first make a sky dragon dagger and proc it to noble sky dragon's dagger. Once you have the noble sky dragon's dagger you can go on and try to make sky dragon king's dagger which has a small chance of criting to NOBLE Sky dragon king's dagger,which i believe is the item you want.
