I don't know if you can drop them anywhere but, I know that you can buy them for Wrights Token at the wrights order.

The Wrights order is at the upper half of Sanctum. If you leave the crafting hall at the left Exit, where Alchemy and Handicrafting laboratories are. Then to the left, you can see some guys of the wrights order, there you can buy them.

For one whole set you need 300+ Wrights Token.
