Can you write what does the npc says when you try to condition?
Also you can use the condition stones, buy them at general merchant in Pandae/Sanc, Kaisinel/Marchutan.

That is not condition, you must use the augment system which consumes AP, the whole set + weapon consumes around 300k AP.
Marchutan/Kaisinel (the first option on the teleporter)
