    is the tiamaranta campaign quest:Heaviest of Hearts bugged? on the 3rd step where it says meet garnon on watcher's hill,I see garnon on the other side,but when I clicked the Aetheric Field Teleport Device by the 2 Outriders Npc nothing happens.

    I found a way to get up there. You take the windstream going outside of the giant dome and before you go outside of it you get out and land on the ledge on the right. Then you can make your way over a steep ledge at the side of the dome and you can meet Garnon.

    Edit: I am talking about the Windstream closest to Garnon
