The Shadow's Command quest problem

I was doing this quest and I got to the part where after talking to Dionera at Eltnen Observatory, Hippolytus spawned and I had to kill him. By the time I got to him (like 5 seconds) he was dead, because a retard that was sitting there just killed him. So, I'm not able to complete the quest now.
Is there any way that GMs can either spawn Hippolytus or roll back the quest to 1 step before?

This exact same thing happened to me as well, today. Someone else just killed him before I got the chance.

I'm doing all the campaign quests, and now, because of this, I'm locked out of ALL of them.

So could someone PLEASE help us with either reversing the quest, so we get an other shot with it, or spawn the dang guy!!!

i was talking to a GM today and he said it has a long spawn time and just have to wait for it. i explained in vain that the spawn is triggered by talking to a NPC, he still refused to spawn it for me.
c'mon guys, it's just one lousy command line for you to type.
