    Uhm.. Is this quest still bug? ive been expecting that when gamez update to 3.7 it will gonna be fixed,
    but i tried it several times and when im on the 3rd npc the portal didnt worked. Please help..

    Nope, the quest is working just fine, the third NPC is up-top, you can get there using portal/rift

    Yeah, their problem is how to actually go up there if the portal going there is bugged. It is not working and I checked it so I know. That is why on my reply, regarding this issue if someone wants to go up there but can't use the portal, ask an AM to teleport you to the island. They'll give you a lift, no problem about that (as you can see Vildiil's reply that I quoted) since they know that this bug is existing. The only problem is when can you spot an AM to help you out.

    its a different portal than from retail. jump straight down from notus and it should be the one down there on the ground. ive already done that quest a few times it works.

    You can teleport there using Spatial Rift not the abyss rift, it is located just under the flying island(sorry I forgot the name of the island)
