Steps to the Spear Quest

I'm currently stuck at the part where I have to talk to Draitai but the rift/portal that is suppose to take me to where she is seem bugged

the rift/portal ports me somewhere else (to Edendell at Tiamaranta)

 

zaku44 pls teach me how can i do that multiple groups on my screen???...cuze when im in a group...and leader recruit for alliance for example for cadella ....on my screen appear just first group that bigger!!....and i whant to see all alliance members(all groups)!!!pls tell me what should i set to can have alliance members on my screen like you have there???thanks very much for your answer!

 

Open the alliance window, default key is L. Drag the groups out of that window and you'll have the separate groups displayed.

I don't think the portal you are at works BUT there is one that does.
When you go to tia, fly to notus. Then when you are on the island glide down there is 2 portals on the other side of the obelisk on the ground.
One is up on the hill (takes you back to notus) and one is below that one.. I'm sorry my directions are so crappy. Don't go far from notus.

 

This one should be working correctly. it teleports you up to Arachi's floating island, just jump down to the smaller floating island to talk to the quest NPC.
