    well you can kill fortress generals with a group or you can be in a GM event or you can buy from broker that is about it, rolled through the fortress instances and even though boss drop key chests are bugged so they don't tgive medal drops as they are supposed to...Guess Carl is trying to restrict AP loot to encourage donations still.
