does wing's attributes takes effect even if not flying?

Yes. The bonuses are permanent. You don't have to fly in order for them to activate. You just put them on and you get them.

 

so it is not the same as before that wing's effect take only when flying

 

I don't recall that ever being the case. There are some passive skills that some classes have, which boost your stats a little when flying but that's a whole different thing. (Archers for instance get 10 bonus attack damage and something else, dont remember exactly)

 

I think this is why you're confused.
The stats stated on the Wings EQUIPMENT is always there provided the wings is equipped (or in the case for WoC, conditioned) even if you're not flying.
The stats stated for the PASSIVE Skill when flying is only activated if your character is in flight.
It has always been like this....ever since beta.
