Upgrading Tac Officer Divine into Noble Tac Officer Divine

Hi guys quick question about the theme in the title of this thread. Yesterday I tried to upgrade this pve set into the noble one ('cause the remo is quite cute in my opinion) but when I speak to the npc and I select the upgrade 2 weird things happen:

On Asmo side the system aknowledges that I have the tac officer divine in my bag but it doesn't upgrade it ( I have also the correct number o crucibles).

On Ely side the system doesn't see that I have the equipment even if I have the tac officer divine in my bag.

The question is: Is it meant to be like that ( according to the fact that we r not supposed to be able to purchase § PVP § cond lv2 equipment ) or it's something that will be fixed eventually?
