anyone help me plsss

i'm new in the game i already have lvl 30 character!! my problem is i already bought lvl 30 wing and i equipped it but the thing is i can't use my wing inside pandaemonium castle even outside the towns! is there a quest which can make me use my wing anywhere! i saw lots of people flying in the castle plss help me!!!

BTW, i also saw lots of lvl 9 players who had wings and flying outside for questing how come they have wings if they are lvl 9?
