[Question/Help]Elyos party costume

Are the npcs of the following costumes spawned in Sanctum?
I used /find on the npcs and the bluish dots show but i just cant see the npc.

not sure how you approached them, but you have to go in from the north side of that building. if you look really close on the map you will see two small silver arrows (one under the "s" of airship dock). That is where you enter. It took me a while to find them as well.

 

yea they aren't where they used to be anymore
