Can i transfer my account (with 8 personages) from one race to another? (elyos -> asmodian)
Can i do the same on official aion servers?

You need at least 1 available character slot (1 free slot to create a character) in order to move it.

As for official? No idea. Hardly doubt it though.

Here - Yes.

Official - No idea.

 

If you're asking if you can transfer (example) 8 lumiel elyos --> 8 lumiel asmodeans on the same server I think the answer is no.
If you're asking if you can transfer (any) characters from Gamez private server to official Aion north america servers then the answer is definitely no.
If you're asking if you can transfer from one Gamez server to another (example) Lumiel --> Siel. Then yes you can, it costs 1500 credits for 1 character and you have to have a free slot available on the account and server you are moving to.
From 1 official Aion server to another official aion server - no idea.. but probably not.
