    I started one quest called "Proving yourself to Outremus" and i can't pass this part...

    And i try to install the obelisk but when ends "in use" time nothing happens...
    What should i do?

    As far as I know that quest isn't bugged as I have done it many times myself. Try re-logging & install the obelisk once again.
    Edit: By the way, are you sure you are installing the right obelisk? Cause on the second screenshot I see you are using the Eastern one and to complete the quest you are supposed to use the Western.

    Just finished the quest and it is working just fine. When I was on the Western Obelisk I experienced some delay and the bar was stuck at the very end of it. I waited probably 30 seconds and it went through.

    Should work for you too. You really must be in the wrong Obelisk or something or cancelled it when the loading was stuck at the very end. Just wait for it. Right now the server is a little laggy.
