Sorry Senior Aion Master but maybe you hasn't seen well the video, when he was flying he hasn't charge (indeed he use charge later, when he was escaping) <.< and he jumps very fast ( with his wings open).. sorry for my english.

 

Nope. That's Charge. There's nothing wrong imo.
Charge affects everything when casted Jumping/Flying/Running,etc. In short, you move faster. :3

 

but don't use charge in fly zone

 

You can use charge anywhere. -.- Flying/Running etc. And, the question about him jumping directly after flying?
Hmmm. He must have pressed the "Page Down" key. It's faster than manually clicking the wings icon. -.-
