    Probably disabled.

    You can tell for sure by going to Danaria and using the teleporter right as you zone in, its a shugo NPC that costs 70k kinah.

    None of the new instances are opened, TE isn't open either. My guess is they closed all of it so people can only resort to donating and buying from toll shop. :) Clearly they focus more on the toll shop then the actual server. Don't expect it to be open anytime soon.
