Is there any possible way to enchant ambassador/shepherd/custodian to +15?

 

No. The max they can go is +13

 

so, how bout the items that already enchanted to +15?
it has more stats than +13
that means player who has the +15 is more powerfull
this will make ppl gonna think twice before buying shepherd/custo/amba

 

Sometimes you just got to search around. Some same topics are made countless of times in the past..

And also? Not because some items can't be upgraded to +15 doesn't mean they are less better. Governor Items can't be enchanted but hell it's a god-like item. So yeah, enchantment doesn't determine an item's superiority in-game.
