    What Blue said, Shepherd's items (every single item) can only be enchanted up to +13, since NCSoft made it that way.

    you can't enchant it to + 15 anymore, maybe u enchant those stuffs back then when it was bugged and now that they fixed it, guess you can't do it again :p
