Right now, its unavailable in game. You can try buying it from other people. It's been given in events in the past.

 

Its Hibari Kyoya's Cloud Ring only he got this.....

 

Has it been available in the special shop? or in events only?
I like its aura effects. Sadly it's unavailable.

 

There used to be some kind of Shulack food from Steel Rake that was giving a similar Purple/Blue glow around your character. I think that got removed though.
