    If you still got this error, i'd suggest to disable the firewall, and if you use windows vista, then disable UAC.
    If you still get it after this steps, let me know.

    try to re create a account on your windows and disable any firewall/anti-virus then install the microsoft .net framework again

    Well, try disabling the firewall but still not out before this is not happening right now that I get this Error
