In 4.5 there is a set for 3 star officer ...

just 1 or 2 skills each class... about items....still arb sets are the best I guess.

 

arbiter and pricipal are the same stats?

 

Arbiter and Principle are same exact grade.

difference between Arbiter and principle for certain classes is which subclass it goes to.

For example. My set, principle chain. Is meant to be used by Chanters. And arbiter is meant for Clerics. Even though I can use both Arbiter and Principle, Principle has Crit/Att and att speed stats where arbiter is MA/MB and casting speed.

Arbiter will more than likely never get replaced by a better gear set.... here is the new gear for 4.5 <link>
As for accessories no new access have been added however a new "enchant" system has been added that allows you to add pvp % stats to some pve accessories. <link> and <link>
