    Why My Noble Ophidan Bow Didn't glow blue in my screen??
    is this bug or what?

    Turn your graphics up and restart your client. Some changes require you to restart your client.

    As far as I recall, only the Shader Quality requires a client restart. Turn that up and restart as Dondee said. Probably will fix your "problem"
