In the Windows Control Panel, Clock, Language, and Region>Change Keyboards or other input methods, click on the Keyboards and Languages tab and then on Change Keyboards and from the Default input language pulldown, select the language after which - French appears to be used as the default.

Press Alt+Shift to change the language keyboard (while on the game), clicking on the 2 letters that are inside a box in the windows taskbar (playing Windowed Mode) can do the same
    Example:

Windows saves those settings for a window/application/software separately
