Give it some time, LEAST a week. Server Transfer is currently disabled to fix an issue.
It'll be back up eventually, you'd rather have it working than bugging out for you.

If you mean you want a dual-race account, then yes, as far as I know the only way to do it is to make a character from the other race on the other server and transfer it to your server so your account can become dual-race and you will be able to trade on both sides or just play as the different race.
