Do your level 20 stigma quest (No Escaping Destiny / A Sliver of Darkness) then head to Convent of Marchutan / Cloister of Kaisinel) and buy the stigma stones you want from the custom Gladiator Skill Book NPC. You'll also have to get your stigma shards as you feel fit.

Make sure you've applied the 4.5.0.12 to 4.5.0.8 downgrade patch if you're not running Aion version 4.5.0.8 or earlier, or else you won't be able to buy any items from NPCs in general. The guide is in the General Section > Guides section of our forum.

I told you, if you watchd a PVP video of someone who plays in Siel, they have skills you don't have because on Siel the stigma system doesn't apply and players can use any skill that each class has, while on Lumiel you are meant to pick only a few out of the stigma skills and you're not allowed to use all of them.

That would explain the "missing skills". You're playing the game as you're supposed to be. You're not missing any skills.
