polearm predilection

does anyone know where to start this quest and if possible can you post what are the quests required for this one?

 

You need to complete these quests first:
Blessing to the Agent
Agency's Effect

Then you can do the quest you want. Since Agency's Effect ended with Laestrygos, I suppose you'll have to talk with him to start the Polearm Predilection quest~

where is the starting npc?
is this quest only available during inggi/gelk seige?

 

The starting npc for Blessing to the Agent is Laestrygos in Inggison.
He has 3 available quests, where Blessing to the Agent is one of them.

And to be able to start the quest, all forts have to be in possession of the other race.

 

does the quest shows up when the four fort was owned by the opposing race or not?

 

The quest shows up even when the four forts aren't owned by the opposing race.

But you won't be able to finish it, since for the quest you need to use blessing of concentration on the aether concentrators & as far as I know Veille only spawns when the four forts are owned by the opposing race.

 

as far as i tried now laestrygos doesn't gives any quest. is there something to do first?

 

I just checked on retail, and there the quest shows up for me. Don't know or it's available here on Gamez.
