Arbiters and WOC2???

Why are arbiters the best pvp gears in game and why can't u upgrade it. Also, WOC2 is the best wings in game? It's like a rare wings that can only be obtained in game and thru trades...

 

That is how the Governor gears are intended, the stats on Arbiter/Principal gears are already +15 by default. If you could enchant them, it'll be simply (more) broken.

WoC2 is one of the best wings ingame. They were only available during special holiday sales like Christmas. Just pay attention to the Black Cloud Shop during Easter/Christmas/New Years if you're interested in obtaining them with credits. Trades is definitely the easier alternative to get them right now as their trade value has dropped over the past years when more people obtain them.
