New to server: some questions

Hi, I'm new to Gamez Aion. I have a 65 level character and I'm currently doing the quests for the blood marks.
I noticed that the obelisks near the garrisons are on platforms, but I have no idea about how to bind to them: I tried flying to the platform from a higher place but it says "cannot bind to the obelisk". I almost gave up when I saw some Asmodians who entered an obelisk to be in a neutral zone and I couln't find a way to do the same thing. Can you tell me if it is possible and also if you can bind to those obelisks?
Another question: I tried using the teleport device in Kaisinel's Beacon to go to Beritran Foothold, but it says "you cannot move to that destination", why?
