Steelrake porter where?

Hey guys, can somewho say me, where is the steelrake porter? Or must I make the pre Q for enter? Search a long time, but dont find anything =(
Need the skins

 

steel rake requires prequest which is not working (u get quest, got teleported in jail but jail is totaly empty (quest stalled)).

if you need armor skins, hunt Professor Hewahewa in Dark Poeta.
