weapon returning scroll

there is a weapon returning scroll if i use it will it give back the arbiter weapon and refund me the points ?

dude no, there isn't an item that magically refunds your credits.

You can only use that on weapons that can be tuned. Tuning (NOT RETURNING) a weapon means that weapon will get random additional stats, enchant levels and/or extra manastone slots. This scroll lets you retune a weapon, so the weapon will get new random additional stats, etc. Keep in mind that it's only for mythical & lower.

& what do you mean exactly with refund the points? o.o
It's not like you will get the credits back if you use it on an arbiter weapon.
