    Does Veille quest availeble on gamez? some of my bud say that its bug / disable in gamez. anyone can comfirm this?

    Probably disabled. As you see people can reach the Max. Lv. that require that Quest, they may spam it and the Vielle will become common. (Honestly thats what i thought since i tried to do that quest.)
