    Teminon Fortress in reshanta, default elyos entry point, just go to one of the rooms inside it. Those npcs have all designs up to 3.0 and might still be bugged (as in balic designs that cost lets say 50 hearts can be bough with "50" tho you just need them in your inventory and they won't actually take them.) tho don't count on that.

    hmm . reshanta ? you mean the tigraki island ? h
    hmmp , i dont thnk there's a kind of npc in reshanta . all i knw is only TIGRAKI ISLAND . but we dont never knw :)
