Best PvE items would be Hyperion stuff from IS instance (There are portals now and then that spawn in your factions main city and generally done a lot)
Best PvP Falls into two categories those that are in game and those which are credit only.
In-Game - Generally Custodian and Ambasador, or Blood Mark Sets
Credit Items - Arbiter and Elite Arbiter

Plumes have not effective max except +255, although going over around +10-15 is probably near impossible.
Guides tons of them and they are located in the guide section.

Should be the same since both are level 65 and purple name items? Hahas.

 

Any of those sets will do the trick if used only for PvE. The differences between those sets aren't so big, so do not bother if you have Inscended Hyperion set rather than Brazen Bulwark set.
Regaring the accessory, the Sauro mythical accessories are the best for a cleric for both PvP and PvE.

 

Forgot to mention, i would love to have it! Magic boost plume +255. @___@

DPS Cleric PvE Base : Incensed Hypeperion with Magic boost/Magical accuracy stones

Block Set : Fearless Skirmisher (Blood Mark Set)
Magic Resist / Dps : Shepherd Divine Set
Accessories : Full Discordant (Bloodmark) OR Full SAURO +5 -depending on preference

I would prefer Hyperion Sets rather than Brazen Bulwark because of its bonus stats when you complete all 6 parts for PVE. I use Enraged Hyperion accessory set because of its additional Healing boost.

For PVP sets, Arbiter and Elite Arbiter are always the best gear to get for a support or battle cleric
