    The private store and AH are most likely broken server-side. You won't be selling anything in the broker or private for a little longer.

    Elite Shepherd is not bugged. You won't be able to buy it on those NPCS. Those items are locked.

    As what @Furan said, yes broker, private shops are bugged.
