missing skill's etc :S

Can admin add missing skill's to NPC cuz some ppl got skill's othere not .. I try get 1 skill for my chanter 42 lvl skill http://aion.yg.com/skill/inescapable-judgment-i?id=1334 and it's like mision imposible cuz there is no skill in NPC and cant drop cuz instance where it drop is total bugged - cant enter lolz
Also add skill what give fly speed 33-35% cuz some ppl (new) cant get max fly speed , my friends with max bonus (armor,pants helmet) + scroll havent max fly speed and its retarde cuz cant catch ppl who got this skill , they can easy run aways lolz --- its OP on pvp also and on this server most ppl is on fly mode ON
BTW what about stygmas NPC ppl w8 2 weeks for them was 2 days UP and after restart disapire we w8 next 2 weeks for stupid npc's
This server start piss me off ..........
Played 9 month on retail and I know you can't fix all bugs cuz all private is 25% retail and 50% its bugged but fix a important bug's what give ppl some OP
Don't let ppl wait 2 weeks for stupid npc's ;s , last time I spend 500k ap for 2 friend's cuz wont wait when admin add npc's :S
Add npc is 5 min for admin??? just spawn them always after restart that's better than nothink QQ

Start play here just for fun but havent any fun right now when see what happen with server :S
